The city of Bluefield was recently awarded a $1,000 grant from Keep America Beautiful Cigarette Litter Prevention Program. This money will allow Bluefield to buy cigarette butt receptacles and fund a public awareness campaign, said Melanie Farmer, community relations coordinator.
These receptacles will be placed throughout downtown Bluefield to reduce the cigarette butt litter ending up on the streets and sidewalks.

Now they're probably going to face severe disciplinary action, and as much as we object to secondhand smoke, we can't help but feel a little sad and sorry for these guys, who probably just wanted a little respite during a long overnight shift.

Parenting is a matter of very personal choices and values, and a city council doesn't have the constitutional prerogative to interfere in the private relationship between parents and children. The province and the federal government do have the right to pass legislation with regards to child welfare or physical abuse. That concern does not appear to warrant a complete smoking ban in psychiatric hospitals.
