 Under RA 9211, smoking is prohibited in public places defined as “enclosed or confined areas of all hospitals, medical clinics, schools, public transportation terminals and offices, and buildings such as private and public offices, recreational places, shopping malls, movie houses, hotels, restaurants and the like.”
De la Paz said that the law does not mention roads and sidewalks as public places where smoking is prohibited.

I wonder how this will work out for them.
I don't know much about Manila but this bears watching.

Figures released by the Save Our Pubs and Clubs campaign, a coalition of groups that want the smoking ban to be amended, show that Wales has suffered a similar rate of decline in pub numbers to England since both countries banned smoking in pubs in 2007.
Inner city pubs, in areas traditionally seen as having high levels of smoking have suffered the most, the report suggested.

But so many "charities" point to their own "unbiased" *snork* studies that say the smoking bans have improved business.

“There is a market for a nicotine vaccine, but there’s no market for this stuff,” said Janda, 54, who has worked in the field for 25 years. “Most cocaine and heroin addicts aren’t CEOs and insurance companies don’t cover them. But there’s clearly a need for this. The billions of dollars spent on wasted lives, theft, destruction, AIDS — it’s hard to measure.”

Amazing how that works or doesn't.
If there's no insurance there's no incentive to treat someone.
